Pre-Loan Information Package

Please read through this document and purchase insurance if you're not already covered prior to picking up your reserved electric bike.

The Canberra Electric Bike Library (Library) is operated by SEE Change with funding from the ACT Government. Thank you for exploring the Library's electric bikes (e-bike) and finding out about all the different ways that they can be of use! We have a few requirements of you to ensure your safety and security while borrowing an e-bike from us.

An overview of the loan process

  • The Library's e-bikes are available to borrow for a 14-day period without charge. However, borrowers must hold Pedal Power ACT membership to access insurance. See the "Insurance" section below for information on what cover is required to borrow from the Library.

  • To reserve one of the Library's e-bikes, prospective borrowers create an account on the Library's online platform. They can reserve bikes online for a 14-day period. Staff can assist if needed.

  • The Library's e-bikes can be collected during our office hours on Mondays, Wednesdays, and Fridays from the Library's Downer location (Downer Community Hall - Frencham Place, Downer), and on Fridays from the Library's Kambah location (Diversity Hub - 8 Laidlaw Place, Kambah). Our office hours are on the website.

  • Many of our e-bikes are large and unwieldy and difficult to safely transport, so ensure you have worked out the logistics of transporting your loaned e-bike prior to arriving (ideally by riding it home). Step-thru models may not fit on your bike rack, so please check you have an appropriate attachment if you wish to fit a step-thru bike to your rack. DO NOT ASSUME IT WILL FIT IN YOUR CAR. Bikes are often damaged when transported in a car, so please make adequate arrangements to get it home.

  • You must agree to the conditions of the loan to borrow an e-bike from the Library.

  • Allow at least 20 minutes to collect your loaned e-bike, as SEE Change staff will need to show you all of its features and let you test ride it before you take it home.

  • Please be aware that SEE Change staff have the option to refuse the loan if we have serious concerns about your safety and skill level.

  • You will need to bring proof of identification (e.g. driver licence) with you to collect your reserved e-bike.

  • All borrowed accessories will be accounted for during collection and again when your borrowed e-bike is returned.

  • If you can no longer collect your reserved e-bike please get in contact with us on 0466 187 384 as soon as possible so we can arrange to shorten or reschedule your loan. Alternatively, you can cancel/reschedule online.

  • You must return your loaned e-bike at the agreed time. If you cannot return your loaned e-bike at the scheduled time, you must provide us with 48 hours’ notice over the phone (0466 187 384). There will often be another borrower waiting to collect the e-bike. Late returns without proper notice may affect future loan eligibility.

Conditions of the loan

  • We lend our e-bikes in good faith. Cycling can be dangerous and borrowers must priorities the safety of themselves and the e-bike. You are fully responsible for any damage or loss to the e-bike or its accessories beyond reasonable wear and tear, and must repair or replace damaged or lost items at your own expense. You must notify us of any accidents, damage or loss within 24 hours of occurrence. Failure to do so may result in termination of loan privileges.

  • Borrowers must not attempt any repairs beyond pumping up flat tyres. Notify the office of any issues and we will work with you to resolve them.

  • All of the Library's e-bikes are fitted with GPS trackers. We will only access GPS data in the event of a suspected theft, loss, or for maintenance of the tracking system. Any collected data will be handled in accordance with Australian Privacy Principles. We may need to share the information with law enforcement or the ACT Government in order to trace a lost or stolen e-bike. Under no other circumstance will we share this information.

  • All of the Library's e-bike and accessories go through a condition report before going on loan. When you return your loaned e-bike, we will conduct a follow-up condition report to ensure everything has come back in the condition in which it went out.

  • When borrowing an e-bike from the Library, you're required to:

    • Have basic competence in bike riding

    • Remove the battery when you are not riding the e-bike (including overnight)

    • Provide secure under-cover storage for the e-bike within your property

    • Take care of the e-bike while in possession of it, including taking caution when transporting it in a trailer or vehicle

    • Use Australian standard helmets for all riders and passengers (helmets are available for loan)

    • Use child restraints at all times while carrying children

    • Use the provided lock whenever you are not riding the e-bike.

Insurance

It is a condition of your loan that you have Personal Accident Insurance and Public Liability Insurance provided by Pedal Power ACT to cover you and other listed users of your loaned e-bike (including children as passengers) for the 14-day loan period.

  • Insurance can be purchased in the form of a Pedal Power membership (available here) More information about insurance is available on the Pedal power website.

  • Once you have arranged your insurance, please send either your Pedal Power membership number(s) to ebikelibrary@seechange.org.au.

  • You may view Pedal Power’s Summary of Insurance Cover or check this Pedal Power webpage for more details on insurance.

  • Please note that the required Pedal Power insurance covers only personal injury and public liability for you and your passengers but does not cover damage to or theft of the e-bike. You remain fully liable for any loss, theft, or damage to the e-bike beyond reasonable wear and tear. We strongly recommend obtaining additional insurance coverage for property damage and theft through your home contents insurance or a separate policy.

Waiver

When reserving an e-bike, you signed a waiver. Please ensure that you have read and understood it.

Some Tips

E-Bikes, after a short period of familiarization, are easy and enjoyable to ride. With the larger capacity of electric cargo bikes, please expect that you will have a slightly different centre of gravity and may carry more weight (with ease!) than you are used to. We will run you through the specifics of your e-bike when you pick it up and give you some riding tips, but as a reminder here are some tips for the period of your loan.

The Battery

  • Do not charge your e-bike’s battery for more than 24 hrs or while you are away from it.

  • Plug the charger in to the wall and turn the power point on before plugging it into the battery. This prevents a spark between the battery and charger.

  • Do not cover the charger while it is charging as it needs to be able to release the heat it generates.

  • If your e-bike’s battery has an on/off switch, charge it while the battery is switched off and keep the battery switched off when you are not riding.

  • Always remove the battery and keep it with you while your e-bike is locked.

  • Make sure your charger and charging port are completely dry before charging.

  • When you return your borrowed e-bike, ensure the battery is as fully charged as possible.

  • Our electric bikes use Lithium-Ion batteries; to learn about charging and storing them safely, refer to the ACT Government's information page.

Locking the e-bike

  • Always use the lock we provide you with whenever you are not using your borrowed e-bike. Use the D lock to disable the bike and the cable to lock the frame (not the wheels) to something secure. If needed, you can use the cable provided to extend the lock.

  • Some bikes come with an inbuilt lock which you are welcome to use in addition to the provided lock.

Riding the e-bike

  • Always wear a helmet when riding your borrowed e-bike.

  • The Library'se-bikes have limited water resistance. You must not operate the e-bike in heavy rain or severe weather conditions as this may damage the electrical components and compromise safety. Such damage may result in repair costs being charged to you. When riding in light rain or wet conditions, maintain extra stopping distance and exercise additional caution.

  • If your bike is fitted with child restraints, please use them so everyone stays safe.

  • Use front and rear lights, provided or in-built into some models, at night.
